..The monsters of Quivera have long survived under the tight-fisted control of Warlord Kagrug, the Orange Duke of Quivera, who, despite vocal opposition from the other Quiveran dukes, has been accepted as a royal member of Quivera’s dukedoms. Kagrug, who commands one of the largest armies in Quivera, rules Quivera’s monster population through fear. In the first years of his rule, Kagrug recruited many of Quivera’s monster populace to serve in his duchy’s monster corps, the ranks of which quickly swelled to rival the King’s own royal army. Under Kagrug’s watchful eyes, the various monsters which chose not to serve Quivera, became little more than scattered tribes of bandits, burglars and beggars. That does not mean that the monster tribes of Quivera are not a threat to the populace, but they operate in small, isolated territories and they know better than to defy Kagrug by attacking travelers on the King’s roads.
The dynamic of the existing tribes is something in itself quite interesting. The small tribes, which are primarily Orcs, Goblins and Kobolds, are mostly nomadic and operate outside the Horde-system, which is not only shameful to the monster mentality, but also a sin under the Commandments of Skuag, the monster God. The scattered tribes are, in fact, desperate for redemption from Skuag, who, as they believe, has forsaken them. Regardless, Kagrug never allows the tribes to reach horde-type numbers and when they threaten to do so, he responds with the type of monster ferociousness that earned him the title of Warlord...
